In the other battle raging on Capitol Hill, I'm relieved that Congress backed Colin Powell over Donald Rumsfeld by voting to shift money for postwar reconstruction of Iraq from the Pentagon to the State Department. Rumsfeld had wanted $30 billion set aside for the Pentagon that would be exempt from congressional oversight. Luckily, it was voted down.

I wonder if Rumsfeld's arrogance had anything to do with it.
