a kleptocratically structured political system tends to degrade nearly everyone's quality of life. In addition, the money that kleptocrats steal is often taken from funds that were earmarked for public amenities, such as the building of hospitals, schools, roads, parks and the like - which has further adverse effects on the quality of life of the citizens living under a kleptocracy. The quasi-oligarchy that results from a kleptocratic elite also subverts democracy (or any other political format the state is ostensibly under)

من اليونانية.. كليبتوقراطوس: كليبتو = سرقة، قراطوس = حكم، أي "حكم اللصوص" وهو مصطلح يستخدم لوصف الحكومات التي تعمل على إثراء وزيادة نفوذ الطبقة الحاكمة ومن يعمل معها على حساب الشعب، وأحياناً دون حتى التظاهر بتقديم أي خدمات بالمقابل للشعب
تأثيرات الكليبتوقراطية
إن تأثيرات الحكم الكليبتوقراطي على أي شعب غالباً ما تكون سلبية وخاصة بالنسبة لإدارة اقتصاد الدولة وأمورها السياسية وحقوق الشعب المدنية. كما تتسبب الكليبتوقراطية في تقليص فرص الاستثمار الأجنبي وأيضاً إضعاف السوق المحلي والتجارة عبر الحدود. وبما أن الحكم الكليبتوقراطي عادة يختلس الأموال من الشعب إما بإساءة استخدام أموال الضرائب أو من خلال عمليات غسيل الأموال، نجد ان النظام السياسي المبني على الكليبتوقراطية يساهم مباشرة في تخفيض مستوى المعيشة لرعاياه. إضافة إلى ذلك، فإن الأموال التي يسرقها الكليبتوقراطيون تكون في الأصل مخصصة لمشاريع حيوية مثل بناء المستشفيات والمدارس والطرق والحدائق وغيرها - مما يؤثر سلباً بشكل مباشر على حياة المواطنين. كما تقوم الطبقة الكليبتوقراطية عادةً بتقويض النظام الديمقراطي (أو أي نظام تقوم عليه الدولة) وتفريغه من محتواه لضمان مصالحها
خلاصة الكلام أعلاه أنه اذا استمرت الأوضاع كما هي فستصبح الكويت دولة كليبتوقراطية وليست ديمقراطية
