ونصت المادة الاولى من مشروع القانون على انه "لكل كويتي بالغ من العمر احدى وعشرين سنة ميلادية كاملة حق الانتخاب ويستثنى من ذلك المتجنس الذى لم تمض على تجنيسه عشرون سنة ميلادية وفقا لحكم المادة (6) من المرسوم الاميري رقم (15) لسنة 1959 بقانون الجنسية الكويتية".
تضيف المادة "انه يشترط للمراة في الترشيح والانتخابات الالتزام بالقواعد والاحكام المعتمدة في الشريعة الاسلامية
